The proposed sign, by reason of its siting would constitute a distraction to drivers and would therefore result in a risk to highway safety for users of both Havant Road and Northney Road. Therefore the proposal would conflict with Policy D4 of the Havant Borough District Wide Local Plan 1996-2011.

The proposed sign would create an undesirable precedent which would make it difficult to refuse further similar applications, which could result in excessive display and clutter of advertisements, which would be detrimental to the visual amenities of the area. The proposal therefore conflicts with Policy D4 of the Havant Borough District Wide Local Plan 1996-2011.
