Conditions or Reasons:1) The proposed mansard roof design of the front building conversion, by reason of its massing, proportion and design, is incongruous and out of keeping with the two storey residential character of the area and with neighbouring buildings in particular. The development is, therefore, contrary to policy D1 of the Havant Borough District Wide Local Plan 1996-2011.
2) The proposed as submitted would constitute an over intensive and cramped use of the site, and with limited amenity space, which would not provide satisfactory living conditions for the occupants and as such would be contrary to policy D1 of the Havant Borough District Wide Local Plan 1996-2011.
3) The proposal, without completion of the appropriate binding arrangements, is contrary to the Council's approved Green Transport Infrastructure policy, which in accordance with PPG13, seeks to secure an appropriate balance between the individual use of the motor car and a more sustainable transportation system. The development proposed would continue to place unfettered reliance upon the use of the private motor vehicle without contributing to local improvements, which will promote alternative modes of travel. The proposal is, therefore, contrary to policies T5 of the Hampshire County Structure Plan 1996-2011 (Review) and D1 of the Havant Borough District Wide Local Plan 1996-2011.
4) The proposal, without completion of the approporiate binding arrangements, is contrary to the Council's approved policy, which in accordance with PPG17, seeks to secure an appropriate provision of playing space for new development or alternatively making financial contributions to the provision on improvement of playing space off site. The development proposed would not provide satisfactory provision of playing space, either on the site or off the site, to meet the needs of the new residents. The proposal is, therefore, contrary to the policies R17 and IMP1 of the Havant Borough District Wide Local Plan 1996-2011.
5) The juxtaposition between the proposed rear building and two storey adjacent hotel wing would give rise to unsatisfactory mutual overlooking, detrimental to the amenities of the occupants and thus would be contrary to policy D1 of the Havant Borough District Wide Local Plan 1996-2011.
6) The proposed access has been unsatisfactorily designed having regard to the number of flat units proposed, and its use as proposed would cause undue interference with the safety and convenience of users of the adjacent highway. The proposal is, therefore, contrary to policies T5 of the Hampshire County Structure Plan 1996-2011 (Review) and T11 of the Havant Borough District Wide Local Plan 1996-2011.
7) The Council is concerned that construction of an access in the location proposed would give rise to irreparable damage to and consequent loss of a mature Horse Chestnut tree in the adjoining property, the loss of which would be particularly prejudicial to the streetscene of Havant Road, which is designated as a Road of Special Character. As such, the proposal is contrary to polices L6, D1 and HE15 of the Havant Borough District Wide Local Plan 1996-2011.
